HEARTH, or Helping Eradicate All Roads To Homelessness seeks to reduce homelessness by making available a wide range of support services. A collaboration of Jefferson, Lewis and St. Lawrence county governments funded by a federal grant through fall 2011 and run in Jefferson County by the Watertown Urban Mission, the program helps individuals and families at or below 50 percent of the region’s median income to afford rent, utilities, emergency housing costs, and more to ensure people are not on the streets.
